enable_flow_logs documentation

Prior to 6.25, enable_flow_logs was removed in favor of log_config. 6.26 reintroduced it, and GoogleCloudPlatform/magic-modules#13485 re-deprecated it.

We may need to hardcode this field somewhere in the MMv1 generator to avoid in the future.
