Coordination for `beam-0.11` release

Let's use this issue to coordinate the release of beam-0.11, the next major release of beam.

This release is backed by the beam-0.11 branch, in which I will merge PRs with breaking changes:

• Add 'week' to date extraction #599
• Make the input of values_ a non-empty list #742
• lead1_, lag1_, lead_, and lag_ do not have the appropriate type #747
