[feature] add support for `deltas` within `hauler`

Is this Feature/Enhancement related to an Existing Problem? If so, please describe:

• Users always need to reduce the amount of bits to ship over the airgap and being able to deduplicate and allow hauler to be aware and mitigate duplicate artifacts would be extremely useful in reducing all of the GBs

Describe Proposed Solution(s):

• Implement the ability for hauler to be able to automatically deduplicate artifacts within the store. I think this would mainly be abstracted away from the user and wouldn't require input via a new command or flag
