Allow the help tabs to be disabled

All the help tabs are visible even if the associated plugin isnt, from an Artemis pov it would be good o be able to diable these so they dont appear.

To clarify - help tabs are disabled for disabled plugins.

Here, Andy found that Keycloak and OIDC help tabs are visible even if this kind of authentication is not active. We should (I think) disable these two help tabs if OIDC/Keycloak authentication methods are not configured (even if relevant plugins are active).
