Allow no keys passed to Map.LoadAllReplacing and Map.LoadAllWithoutReplacing [API-2139]

Expected behavior

Calling Map.LoadAllReplacing and Map.LoadAllWithoutReplacing without keys loads all keys.

Actual behavior

Calling Map.LoadAllReplacing and Map.LoadAllWithoutReplacing without keys is ignored.
