Move mergeIds to status (foundation) #519
Description
mergeIds is needed everywhere, not only extending a plugin ids. So we need it in status (foundation). Also we need to do something with mergeIds from platform which has a bit different semantic (maybe remove it and refactor plugins to use pure mergeIds.
