Add a command to list all commands that support --learning

Add a command (or a parameter to the list command) to list all commands that support the --learning option.

@jackbravo this sounds like nice feature to have. Ideally, all commands that generate code should have the --learning

Actually there is not a mechanisim in place to indetify which commands uses this feature since the --learning option is global.

@enzolutions and myself are discussing how to resolve this maybe using a LearningCommandInterface or abstract class to identify it.
