Additional schema checking needed #1084
Description
These additions need to be added in the schema validator:
- Duplicate labels in the non-tag files don't seem to be checked.
- Annotation prefixes used in the schema tags need to appear in the Prefixes table
- ExternalAnnotationsFile needs to have valid accessible iri's for the ontology
