Validate using TermSetWrapper

HEDTags.validate is used to validate values in a HEDTags column. We should evaluate whether we can create a TermSetWrapper for HED such that the data would be wrapped in HEDTags.__init__. In this way validation would be handled with the existing logic in HDMF and it would allow us in the future to create URLs for hed strings to be included in HERD

@oruebel The rudimentary ndx-hed version now appears to work and I am writing documentation. I noticed that there has been activity on the hdmf repository wrt term sets and HERD. What is the status of the Validate using TermSetWrapper? What are the implications for HED? Thx

I think this is still something that could be of interest if you want to validate tags before write, but I don't think its and essential feature.

The validator can be called anytime -- it currently is not integrated into the NWBFile write and has to be called manually anyway. I'm not sure what the mechanism is for doing anything but a manual call. Do you have suggestions?
