How do I use this?

I want to recompile some xbox games just to see if I can, but I don't even know how to use this software or even download it. Maybe I sound stupid, but I really want to recompile the transformers war for cybertron games.

You'll need to read and follow the instructions here.
Side Note: this doesn't let you recompile Xbox360 Games, it decompiles them, it's your job to port and translate the generated C++ code to a platform, and figure out how to (re)compile it from there.
Other Side Note: you'll have to use XenosRecomp to decompile Xbox360 shaders into HLSL to also port them to another platform.

To add another question that may sound stupid. Does (re)compiling it after de-compiling the C++ code and HLSL require advanced knowledge of reverse engineering? Or can anyone start (re)compiling a desired game as an absolute beginner and go from there?

Asking this in behalf of people with willingness but no prior skill or experience.

Yes, you will need a deep knowledge of the Hardware, Architecture, and Reverse Engineering.
It's not a plug-and-play deal, very far from that.

Oh well, it's worth asking, just in case some of us daydreamers get ahead of ourselves with a pipe dream.
I had assumed the (re)compiling process wouldn't be a step-by-step process with a tutorial for beginners, so it was a long shot anyway.

If there's a streamlined process of instructions and directions to simply follow, then maybe it can set a path and spark up an internal desire to develop the skills necessary to actually make it a reality, but then again, this is quite the wishful thinking...
