How does Debugging work in Helix?

I'm trying to get debugging to work, but the C# debugger doesn't seem to want to play nice, so if someone could explain the process that helix uses to start a debugger, run the code in the debugger server, then connect to it, i would appreciate it. I'm also wondering if local configs can change the debugger options? if so is it any different from the global helix config?
