Setting make-release-latest to false does not work

cr upload -b ${BASE_URL} -r ${GIT_REPO} -u ${GIT_UPLOAD_URL} -o ${OWNER} -t ${GH_ENTERPRISE_TOKEN} -c $tag_commit_sha --generate-release-notes --make-release-latest false

This creates the release as "Latest" which is not the desired behaviour.
