Become a Tier 2 Rust target

It might be interesting to become a proper Tier 2 Rust target.
That would allow installing std through rustup, deprecating our current binary distribution rust-std-hermit.

We'll have to review the Rust Tier 2 target policy to see if we could satisfy all requirements.
