On the computer, numbers can be displayed normally, but within emojis, there are just blank boxes without any numbrs

Why the order matters:
U+FE0F (Variation Selector-16) tells the rendering engine to display the character in emoji style (colored keycap) instead of text style (plain black-and-white).

It must come after the base character (4) and before the combining mark (⃣). This forces the emoji presentation, which then allows the keycap to combine properly.

Wrong sequence (what you posted): U+0034 + U+20E3 + U+FE0F
Here the Variation Selector comes after the combining character, so it has no effect on the keycap. The system falls back to text style and the emoji doesn’t form.
