Explicit support for Set-Cookie header

Not sure that this actually should be here, but we should put some more thought into it.

We could provide basically an equivalent of the setcookie() function, setting extra parameters. This is what I expected to see.

However, perhaps we should leave it to implementations to provide (on top of withHeaderLine) in the way they see fit.

Hi @fredemmott , i am currently writing a hack framework ( Nuxed ). the first thing i did is writing a HTTP request/response objects, i didn't use these interface but i made my own since this is an experiment and i don't want to get surprised by the changes.

whoever, the interfaces i made are really close to the hack-http-request-response-interfaces ones and i just finished adding the following methods

ResponseInterface::withCookie(string $name, CookieInterface $cookie): this;
ResponseInterface::withoutCookie(string $name): this;
ResponseInterface::getCookies(): KeyedContainer<string, CookieInterface>;
ResponseInterface::getCookie(string $name): ?CookieInterface;

and implementing them as well as the CookieInterface.

i think this is the best way to do it here too, maybe changing a little bit of the CookieInterface but i don't see any other way of doing this with the Response Interface
