Telegram bot still doesn't work after update to v11

The Telegram bot still doesn't work, even after updating the panel to v11. It just doesn't respond to the "/start" command, or I'm doing something wrong...

Bug:

Description: Telegram bot does not work — it simply doesn't respond to the /start command, or maybe I'm doing something wrong...
Also, none of the modules work: GO, Erlang, Python.
