Need to provide guidelines for publishing releases/packages to different publishing sites

For example, we need to publish the process for adding npmjs packages under hiero?

This should include:

• Where do folks go to request authorization to publish under the @hiero-ledger org in npmjs
• Who is curating package names under @hiero-ledger?
• Is there a curated list of packages currently published under @hiero-ledger in the top level org or elsewhere
• What happens if a naming conflict occurs?

We need to cover central publishing portal, gradle plugins portal, ghcr, npmjs, rust crates.io, apple store, go plugins, etc...

We should add needed publishing namespaces to project proposals.

For sure projects can request new/additional names to a repo / project. My suggestion should be:

• TSC must be informed and a TSC member (I assume @hendrikebbers ) gives a short report of it at TSC meeting. Question: Do we need a TSC vote for every artifact name or is it good enough to keep TSC informed and only discuss / vote in case of conflicts.

We should have a MD file in the governance repo that contains all namespaces.
