implement `solo block-nodes destroy`

- implement the `solo block-nodes destroy` command/sub-command
- add the following flags:
```
--chart-dir
--cluster-ref
--deployment
--dev
--force
--id # this is to specify which Block Node to destroy
--quiet-mode
```
