背景：使用higress代理通义千问官方服务（https://dashscope.aliyuncs.com/compatible-mode/v1）
版本：higress/all-in-one:latest（版本v2.1.11，v2.2.1均不行）
docker pull higress-registry.cn-hangzhou.cr.aliyuncs.com/higress/all-in-one:latest
具体：
（1）在post /v1/messages时，不消耗higress设置的配额，但有正常回复；
（2）在post /v1/chat/completions时，正常消耗配额，正常回复；
（3）均调用qwen3.5-plus。
