Date inconsistencies

There is an inconsistency in the parsing of the date in the API. For some endpoints, a leading zero is necessary but for others it is not.
For a full-text search, the full date is necessary.
So this does not work: http://api.declassification-engine.org/declass/v0.4/text/?search=udeac&collections=statedeptcables&start_date=1950-1-1&end_date=2000-12-31&page_size=25
For a regular date search, the leading zero is not needed.
This works: http://api.declassification-engine.org/declass/v0.4/?start_date=1950-1-1&end_date=2000-12-31&page_size=100

We will make the API consistent across all calls and not require a leading zero when specifying a date.
