feat: Add domain approval emails

Domains can be created without getting approved automatically. In this case the "owner(s)" of the parent domains must approve the creation. At the moment this owners must check the domain lists on their own and approve domains.

In future a notification would make sense to inform the owners that their are outstandning approvals.
