Add docker instructions for using the development guide

A beginner user might not know about using docker, so I think it would be good to have something pointing them to docker would be useful.  Many repos that depend on docker have this kind of thing.  There could be some kind of prereqs or getting started page.  Since this doesn't depend on specific to LOOP, Agile Monkeys don't need to do it, someone from the devops group could.
