[KANGAROO] Add conductor-config.yaml template at the root level of the kangaroo repo

Instead of generating the conductor config via a Rust node add-on, add a conductor config to the root level of the repo (that devs can optionally override and that can also be configured via the kangaroo config to some degree) that will be bundled with the app.
