Based on this comment #6440 (comment) we could automatically start the worker when in minimal flavor so we can directly receive notification right away without waiting for the activity to start the worker.
Additional context
We don't want the context within the PermissionManager so we could inject the WorkerManager and make an extension to start the WebSocketManager.
