FR: add text And icon option for tabs/views

currently we can only show either or.

there are situations where showing both Icon And Name for the tab/view are very handy.

core Frontend can not do this, so there is a custom plugin https://github.com/elchininet/keep-texts-in-tabs that allows us just that.

Would be nice to have that feature in core

especially useful when changing from desktop to mobile and vv, for obvious reasons of space (or lack thereof)
