2025.03: Tile Card only has icon circle when icon_tap_action is explicitly defined

Steps to reproduce the issue

1. Configure tile card with icon_tap_action set to some value (even default)
2. Note icon circle is present
3. Go to Code Editor and remove "icon_tap_action" section
4. Note icon circle is gone

Believe this is intended behavior / new design from UX team. It only has a circle (to indicate it is a click target) when it has an action that is unique from the rest of the tile.

Thank you for confirming. Adds some inconsistency to my dashboards, but luckily can be easily addressed.

Yeah, you can define the same action for the icon tap action to get the circle around the icon.
