Describe the issue you are experiencing

home-assistant/core#163960 made it so brand logos are always fetched via homeassistant. This is an issue if homeassistant itself doesn't have internet access. That change caused all logos to fail loading for me.

It'd be great if the new behavior could be made optional.

Describe the behavior you expected

The frontend loads logos directly via the local devices internet connection.

Steps to reproduce the issue

1. start a homeassistant container without internet access
2. load the integrations list
