Add documentation for ZHA refresh topology button

In the map visualization of ZHA there is a button Refresh topology. It is not clear what this button do. Does it just refresh the UI or actually force the devices to re-create a topology?

This should be documented somewhere in the documentation.

(A tooltip on the button would also be useful).

Still relevant. I'd love for the ability to do a manual "re-scan" of the network if that's possible - unable to find any docs on whether this exists currently.
