New backup system failing to backup /addons directory

Describe the issue you are experiencing

Did a recent restore and noticed the /addons directory was not restored. Looking at old backups I see addons_local.tar.gz included, but that is no longer the case.

HA then created a repair saying that the local add-on was going to be removed.

Steps to reproduce the issue

To confirm, I just now started up the latest HAOS (in Proxmox), installed ssh, and created a local add-on in the /addons directory. I then installed that add-on.

I then created a backup selecting all options.

Notice, it backed up the freshly installed local_hello_world add-on, but there's no addons_local.tar.gz backup.
