Report metrics about incoming traffic from OTLP endpoints

Currently, OTLP won’t increment incoming_router_span when in StressRelief mode. incoming_router_event and incoming_router_batch are only tracking for honeycomb event and batch endpoints. We should also add similar metrics for OTLP endpoints
