New endpoints to return config and rules by sensor uuid

Add a new endpoint GET /configs
Add a new endpoint GET /rules

Populate the config with the Ochi details.

This one is a little more complex 😅
You can find the config and rules files here. In the same folder is also a schema file for the rules.
This would also require a new repository to hold the config and rule per sensor ID.
