Ignore not running pods or pods without owner references

We want to create ordered chaos. Any pod without an owner reference or that isn't running should be ignored.

Regarding pods without an owner reference: this can be done similarly to rm-standalone-pods, but it would require jq or some fancy scripting to filter on the .metadata.ownerReferences field.

I looked into using -o jsonpath but that doesn't support filtering on array length.
