Define expected TPS of `hop-node`

Note

Be aware that TPS is used as a fluffy term, so I am hesitant to use it publicly but I think it is valuable as an internal metric.

This would be useful both as an internal reference/benchmark to do better and possibly also as external documentation.

• How much TPS can we achieve?
• How much should we achieve (how much does a bonder who supports all networks and all tokens be able to achieve)?
  • What is blocking us from having higher TPS?
