[BUG] Density layer broken during project creation

Describe the bug
The 'Density' basemap during the project creation process is not working.

To Reproduce

1. Go to 'Manage'
2. Select 'New' next to 'Projects'
3. Change the base-map to the right hand side from 'Deafult' to 'Density'
4. Note the blank/grey base map with no data showing (the orange shape below is an AOI that I've uploaded)

Expected behavior
Should see a tile map with colored cells showing population density estimates.

Additional context
The 'Density' layer, when it actually worked was rarely (if ever) used, because the resolution was often such that a single pixel was larger than an entire project area. The Density layer would be very useful for project creation to set optimum task sizes, but only if it had a much higher resolution (such as 30 metres from Facebook's high res settlement layer or from Kontur)

From the website, this data is no longer update and service is unavailable- so best to remove this density option from the map view. cc @royallsilwallz @manjitapandey

@SColchester - if you know of other data sources for data on population density - world pop, or something else, then we can replace the link. Otherwise, we remove this for now.

@ramyaragupathy ideal would be the Kontur population density, the default layer shown on https://disaster.ninja
