[BUG] Manage section doesn't show up on smaller screen

Describe the bug
When using HOT TM website on smaller screen the ribbon with "Explore projects", "My contributions", "Manage", "Learn" and "About" section change into pop up window that doesn't include "Manage" section.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://tasks.hotosm.org on smaller screen or resize your browser to smaller window
2. Click on 3 lines in top right corner
3. See that there is no "Manage" section

Expected behavior
Having the "Manage" section in the pop up window.
