[BUG] If the user filter is activated, I'm not able to click the Instruction tab nor the Contributions tab

Describe the bug
As anthaas reported on Slack when you use filter on tasks page of any project you are not able to click on Instructions or Contributions tab. You need to remove the filter and then you can click.

To Reproduce
Steps to reproduce the behavior:

1. Go to tasks page of any project (for example https://tasks.hotosm.org/projects/18626/tasks )
2. Type anything in the filter search bar
3. Try click on either Instructions or contributions

Expected behavior
Be able to switch to "Instructions" or "contributions" while using filter.
