It can happen that a project creator changes the project instructions when the project already has been started. Eg relating to imagery or tagging.
Problems with this are :
- mappers/validators who already joined the project likely already read the instructions. And possibly will start mapping/validating right away afterwards
- project creators can announce modifications via the project chat or Slack. But not every mapper/validator is on Slack or will receive project chat notifications
- even if mappers/validators do know there are modifications, it can be hard to assess precisely what has exactly been modified

Every time the project instructions are modified, all mappers/validators who already joined the project will receive a notification. Including what has been modified.
Describe alternatives you've considered
A clear message at the top of the instructions mentioning all modifications with time/date stamp. Including what has been modified.

Example: https://tasks.hotosm.org/projects/34425. Here tagging instructions changed a few times. Mappers were already mapping, older mappings became obsolete this way.
Another example Mayotte Cyclone Chido projects: instructions changed several times. Project creator announced the modifications in the (sometimes extensive) project chat. But every time i started mapping i felt the need to reread the (extensive) instructions to be sure i didn't miss any announcement.
