[BUG] Project OSM Data download not working

To Reproduce
Steps to reproduce the behavior:

1. Go to: https://tasks.hotosm.org/projects/47790
2. Scroll down to Download OSM Data
3. Click on GeoJSON next to Buildings
4. Note 'Last Generated: Download unavailable'
5. Add a new comment to Questions and comments section and note same behaviour

I'm trying to share this data with the data requestors right now, however cannot share using this route while this is broken.
