(Meta Z){Tab} >> Meta{Tab}
I don't understand the problem here.

0x00 is not a valid scan code to output, you can just leave the output empty.
So, this configuration would be valid:

(Meta Z){Tab} >> Meta{Tab}

I currently is trying to fix this issue with this:
!Virtual0 !Z Meta{Tab} >>
(Meta Z){Tab} >> (Virtual0 Meta){Tab} ^ Virtual0

Although it still doesn't work.

Are you assuming that the output of keymapper is interpreted again by keymapper and you need to prevent that with the state of the virtual key? This is not how it's working. Output is not mapped again.

Do you want Meta{Tab} to only do what it usually does when you also hold Z? Then try this:

(Meta Z){Tab} >> Meta{Tab}
Meta{Tab} >>
