Consider Implementing Another Intrinsic Scope Type

Consider adding another intrinsic scope type that only contains resources only used for OS system services. We can use QV_SCOPE_SYSTEM for this, and create a new one named something like QV_SCOPE_ALL.

This might be system-specific and needs some thought.

Perhaps we can provide an environment variable that somehow lets us determine the resources. This could be set on a per-site basis.

Perhaps the environment variable can be a CPU mask that encodes the allowed resources. hwloc-calc can help sites generate this.
