HPCC-33885 Ensure persistent components do not restart, but pick up logging config changes

1. Remove read/write locking and previous handlers.
2. Ensure hook is installed even if logging is not enabled.
3. Prevent on the fly format changes after 2 executions of
   setupContainerizedLogMsgHandler.
4. Implement table log format.
