add participant-visibility-toggle for each editor

For all Editors of user generated content:
- [ ] As a trainer, want to toggle the participant-visibility of the content in the editor.
  - [ ] As a participant, for a given info-block, only when it is set to participant visible, I need to see the content of the editor
 
Idea: take the participant-visibility of the editor as a required input.
