Allow set and change layer scale limit

A layer can be restricted to display from a minimum scale and/or to a maximum scale.

Describe the solution you'd like
Allow to set the scale limits for any layer. Either temporarily, for local layers and external layers without edit rights, or permanently, for layers from Layman with 'write' rights.

Additional context
Currently we read the value from OL Layer's getMinResolution()/getMaxResolution()
SLD can contain a rule with MaxScaleDenominator and/or MinScaleDenominator property.

Mostly resolved by #6053
The interpretation of MaxScaleDenominator and MinScaleDenominator properties from SLD is worth further discussion.
