wind-turbine-sample-app: Removed pull command to support local build (open-edge-platform#279)

Originally the docker compose pull was added to pull the latest
rolling third party docker images, now that it is always trying to pull the docker
images that we are distributing overriding the ones built locally, this is being
removed
