Build fails ARM64

Not sure if i start duplicate or this is well known,
but CI fails to build ARM64 on docker

log:

@breznak had worked that issue. I have not seen him on-line for a while but he will resurface eventually. I do not know where to start.

@Zbysekz sorry, I've been off on a vacation.

the ARM64 never ran 100% reliably, but this is new. We used to have successful build and (only) deterministic tests kept failing.

This looks like an apt dependency fail in the Dockerfile. I can have a look on this once I catch up, likely next week
