IO error in winpai call on Windows

Bug description

When using Scaphandre on Windows there is an error on the Winapi call.

To Reproduce

Steps to reproduce the behavior>

1. Install Scaphandre on Windows from the dev branch bd83e3a
2. build Scaphandre cargo build --no-default-features --features "prometheus json riemann"
