specs: archive map-data-backend.md (superseded by H3 spec)

Path 1 (per-year + per-(year,county) + hex-r{7,8} layout) was fully implemented and is now superseded by `map-h3-shard-rearchitecture.md` (Path 1.5: H3 r5 parent-cell sharding with multi-resolution prebins). Phase 3 BE just removed the v1 outputs from `map.dvc`.
