get_safetensors_metadata for models in local folder #3619

I would like to analyze the safe tensors metadata for a huggingface model that I have downloaded in a local folder.
Describe the solution you'd like
The existing get_safetensors_metadata() can be modified to allow passing in a local path and a repo id, similar to how we load models.
Additional context
I'd be happy to contribute a PR if this something the HF team is open to including!
