Support for Torch builds from the AMD ROCm repositories

We support the upstream Torch ROCm variants, but the AMD Torch builds are also quite popular, so we should consider supporting them as well (e.g. Torch 2.8 + ROCm 7).

This ties in well with the upcoming torch-bin support.
