Upgrade numpy version to be in line with Neuron SDK 2.26

Neuron SDK version 2.26 has upgraded the numpy version to 1.26.4 and Optimum Neuron 0.3.0 requires numpy <=1.25.2,>=1.22.2. Need to have it match Neuron SDK
